It means that you can’t have two mutually-exclusive desirable things. You have to choose one over another.
In this saying, “have” means “possess”:
If you eat your cake, then you don’t have/possess it any more. So you have to choose between having cake, or eating the cake.
Like when your parents gave you your allowance and told you you could either spend it now on little stuff or save up for something big. You can’t save your money and spend it too.

The second part is correct.
But, if you don’t complete the sentence, it will be misconstrued.
‘I will marry my daughter to an engineer’. This sentence is correct. But don’t make it incomplete like: I will marry my daughter.

Not a bad way to speak. Such simple expressions are welcome.
Make it like this:
“I understand; you understand; but how computer understand?'”
Such expressions are allowed as they give vibrancy to spoken English, in common conversations.
Instead of laughing at the way English is spoken by us, we may find out why do we speak English thus. The analysis will help us all.

The reason for this, I think, is that the influence of mother-tongue on our mental constructions is inexorable. Language develops out of the respective culture and continues to reflect that culture. English culture demands understatement; whereas Tamil, exaggerations.
Idiomatic expressions in a language (proverbs, popular phrases etc.) are rooted in the culture of the people. All idioms in English are therefore part and parcel of English culture. Some integration, or understanding and respect for the culture, is prerequisite for us to get a ‘feel’ for the language. Deeper the understanding, the better our English language experience. When we get the experience, we will no doubt get the instant feeling of oddity when someone distorts the language.
On the contrary, if you just try to learn it like a subject a science subject matter-of-factly, then, we can’t speak and write like an Englishman and become a laughing stock.
Perhaps, with more and more ingress of Asians and their culture into English way of life (it is happening fast, right now, in UK), the culture of Britain or USA, may come nearer to us; and then – you guessed it right! – your quaint expressions in English, as many examples here show, will get respectability and acceptability.
